[ARCHIVED] Pahrump Regional Flood Control District Service Plan

On March 6, 2007 the Board funded the preparation of a Service Plan in order to address flood control in Pahrump. The Board contracted with the Firm of Bureau Veritas North America, Inc., a well respected world-wide leader in the field of flood control, and the Service Plan is now ready for public review.

The Flood Control District would be organized as an NRS chapter 318 General Improvement District (GID), and this Service Plan is the first document required by Nevada law that provides the Board with information from an organizational and operational point of view so that the Board can determine whether or not to move forward with creation of the GID.

The Service Plan, along with public discussion, will assist the Board in determining whether or not:

(a) there is sufficient existing and projected flood control facilities in the Pahrump area;
(b) the existing service in the Pahrump area is adequate for present and projected needs;
(c) adequate service is, or will be, available to the area through municipal annexation by other existing municipal or quasi-municipal corporations within a reasonable time and on a comparable basis;
(d) the proposed GID is capable of providing economic and sufficient service to the Pahrump area;
(e) the Pahrump area has the financial ability to discharge the proposed indebtedness, other securities, or other obligations to be incurred on a reasonable basis;
(f) the facility and service standards of the proposed GID are compatible with the facility and service standards of adjacent municipalities and special districts; and
(g) the proposed GID is being formed for the primary purpose of financing the cost of developing facilities for the general public, rather than to benefit private interests.

Public discussion begins after the document is officially presented to the Board at its June 17, 2008 meeting, after which it is anticipated that the Board will set a Public Hearing for the date of July 15, 2008.
