Master Plan Update History
On November 19, 2003 Tri-Core Engineering with Consensus Planning completed the first update to the PRPD Master Plan. Since that time, the Town of Pahrump experienced a staggering 300% rate of population growth. This dynamic rate of growth and the possibility of the Nuclear Waste Repository at Yucca Mountain, located only 75 miles from Pahrump, placed significant community pressures on Nye County and the Town of Pahrump to provide adequate services for the growing community while protecting the health, safety and general welfare of residents.
Planning in the Pahrump Regional Planning District only began to catch up with population growth and development pressures. The original two zoning districts (Open Use (OU) and Highway Frontage (HF)) did little to provide an environment of certainty in which property investment and development could take place. Incompatible land uses became common, resulting in a diminished sense of health, safety and welfare by the general public. For large scale retailers or employers looking to invest in Pahrump, the lack of zoning posed problems. Banks were reluctant to extend loans on properties that were not more specifically zoned. The 2003 Master Plan Update provided goals, objectives and policies and established the framework for the Adequate Public Facilities Ordinance, Zoning Ordinance, and the Streets and Highways Plan.
With a population topping 38,543 the Town of Pahrump continues to grow. A number of the approved Master-planned communities are developing, schools have been built, others have expanded to prevent overcrowding, and roadways continue to be improved to meet increasing traffic volumes. Still at its core, Pahrump is a small town poised to make important decisions toward regarding its future.
The Town of Pahrump operates with a Town Board and Town Manager overseeing functions including parks, recreation, fairgrounds, social services, fire and emergency services. Nye County Board of Commissioners oversee other aspects of the community including planning and zoning, division of land, Sheriff’s, flood control, air quality, public works, roads, building and safety.
Beginning in 2010 the Regional Planning Commission began the process of updating the 2003 Master Plan to ensure the relevancy of the document. The 2014 Update of the Master Plan is designed to be a flexible land use guide for the orderly growth and development of our community by creating business opportunities, promoting industrial and manufacturing development, ensuring protection of natural resources, provide an adequate supply of a variety of housing opportunities and establish the basis for the efficient expenditure for public services and infrastructure.
